The former combination results in a negative integer attack and will give you better results. For example in sending a trade fire attack it is better to send 98999 arch and 1001 cav instead of 99000 arch and 1000 cav. For a reason that is far too complicated to explain (and which I frankly an unable to explain) sending a negative or odd integer attack tends to give better results and lower losses for your attacks. Evony uses what are called Action Script Packets for the attack movements/rounds.
